Councilwoman's queries prompt mayor to give her keys to town hall

BRANCHVILLE – Tensions continue between Branchville Mayor Tim Cooner and Councilwoman Georgianna Harmon, with the issue seeming to come to the fore during Monday night’s regular town council meeting.

Harmon questioned numerous items in regards to the monthly financial report, indicating deposits are not being transcribed over to the monthly Budget Detail report. She also questioned regular monthly checks to individuals who are not included in the town’s budget.

Harmon said the monthly reports rarely match and although this was an issue she had been bringing up to council for several months, council members routinely approved the reports anyway.

“I don’t feel like council takes this seriously.” Harmon said. “Everything I’ve said so far has been ignored.

Councilwoman Amy Bryant took issue with Harmon’s remarks, saying she did, in fact, take her role seriously.

In response to a question from the press, Cooner said the town’s most recent audit was unqualified, meaning there were no material findings by C.C. McGregor.

The town uses Quickbooks financial software, which Cooner noted was not really designed to handle municipal finances. He said the proper finance software would cost the town about $20,000. Council members asked about purchasing the software, as there appeared to be enough money in the General Account to make the purchase. But Cooner said the funds in the General Account would be needed to keep the town operating through December, the end of the fiscal year.

Harmon also asked Cooner if he had checked with the State Budget and Control Board concerning whether or not Branchville’s new water tower was insured.

Cooner responded that the tower was insured, then proceeded to ask council to vote on Harmon taking on day-to-day administrative responsibilities for the town, going so far as to place the keys to Branchville Town Hall on the table in front of Harmon.

In other business, council members voted to consider using a building near the town’s recreation field as a temporary site for the town library. Harmon volunteered to contact the Orangeburg County Library to determine if they would allow Branchville to have a free-standing library.

The tone of the council meetings was addressed during public comments by Branchville resident Melody Etheridge, who said the rudeness exhibited during the July meeting made her ashamed.

" Not attending the council meetings is not the answer. It is the duty of each citizen to attend the meetings. It does not accomplish anything to complain to your neighbors. Take your complaints to where it will be heard and acted on.

A few of the comments ,mentioned education. The only requirement to be on council or the mayor is that you are a resident of the municipality and a registered voter. It is the responsibility of the elected officers to educated themselves. It is their duty to attend classes and learn how to correctly lead in the community.

I have noticed several municipalities seem to think what happens at town hall stays at town hall. If any of the officials are questioned they that offence. With this attitude I would hate for them to be a senator or president of the USA. "

" USMC89..I commend you on your service for our country. My grandfather is a retired Col. and my brother a Lt. A formal education does not create character or integrity. Everyone has a bad day and I believe that nobody wanted to be at that meeting. It was wonderful to have some hope of a library. However I agree with you that when something good begins to progress something old is brought in. I also want to commend Mrs. Bryant on being the only council member to ask a citizen how her street was doing as far as safety and speeders. She was the only one. And being a "new arrival" brings me honor, because I chose to move here. Branchville is charming and the ideal place to raise a family. Everyone is welcoming. However I see that some still feel a them versus us. But my uspet came from a fear that with a charming town like this there is conflict in the foundation. There are tensions understandably from the tornado, probably worse now than before, but with a strong council we can do this. Hopefully one day my son will be able to say he is priveledged to be a Branchville native, maybe even me. I do not plan on attending any more meetings..I like to hope. "

" I agree with USMC89. This town council would be a very strong council and could carry Branchville far. Just think of how much good could be done for our town if all of Harmon's negative energy was positive for our town. It seems that she and her few supporters are automatically against everything the other council members are for. Then, when the other council stick together and support each other, she (Harmon) runs whining and crying to the newspaper and continues digging and probing trying to get her way. I agree with the resident who suggested that we all try to get along, however that is a two-way street, Harmon as well as the other council members are going to have to compromise and agree to meet in the middle. I feel that Harmon is wanting to work together as long as everyone agrees with her. From the very first day she took office and was sworn in as a council member, she has caused endless problems for this town, from tying to say the Mayor does not live in town to reporting the town to OSHA and DHEC numerous times. She has engaged the services of several individuals without consent of the council, costing the town money that did not need to be spent.
While I support the Mayor, I do not agree with his every move, but I still support him. There is not a single person in Branchville who can honestly say that Branchville is not a better town since Mayor Cooner took office. I think if a lot of people would stop being jealous and childish and take a really good long look at where the town was when Mayor Cooner took office and where it is now, I think a lot of feelings would change.

As far as being ashamed? I love my town. I am not ashamed to be from here. Never have I considered moving away. What embarasses me is that one person, who is not from here, but moved here after living several other places and causing trouble, can come here and stir up all these problems and have it broadcasted in the newspaper like we are some poor dumb society wandering around in darkness and she has come to save the day, that we don't have enough sense to transact business from day to day. Well we managed for a long long time!

Its time to stop all the hatred and listening to former town leaders who have agendas they want accomplished and start serving the people, all the people of this town. It's time to build a bridge and get over it. "

" It is apparent that there are two factions trying to control this town. The native Branchville folks, and the "new arrivals". Unfortunately, the best interests of the town are not being served by this "tit for tat" between the mayor and council person. The citizens of this town deserve better leadership. Seems like a good time to form a petition to remove both of them from the administration and start fresh. Any council member that opposes this plan, should be removed as well, as it will be blatantly obvious that the will of the people do not matter to them. It is doubtful that amateur investigation will uncover certain truths concerning the former town engineer and the mayor. Just start fresh. A new broom sweeps clean, and Branchville, your town is in desperate need of cleaning. "

" Gamecock82-- you may be right with one statement about an eye opening experience. It seems that my eyes have definitely been opened. Mrs. Bryant is definitely serious about her job. Maybe Mrs. Harmon is the one that is not. It seems to me that she is hurting the town more than helping. Why should the town have to pay for her to run around and stir crap???? The towns' citizen's put her in her position(unfornately) to do what is right and take care of things. Why can't Mrs. Harmon just ask a simple question and not try to make Branchville people look bad? Why?? Because she is not from here? She has been here less than 10 years. Maybe she needs to rethink and ask some people other than Mr. Smoak that has been here all our lives if we are ok with what is going on. I think Mayor Cooner and the other council has done a wonderful job taking care of Branchville. Please all of those that are for Mayor Cooner, Come to the meeting. "

" gamecock82, I'm glad you concerned about the council's education. Do you think that a council person should have a college education to serve on council? I believe almost 19 years of military experience is enough or even more than enough to sit on council for this town. I'm a past Marine platoon commander/Plt Sgt and now serving in a airborne unit in the US Army Reserves. I am a leader and lead troops into battle for your country's freedom in the war on terrorism, help many people in different villages get there life back in order. This is just a little but you ask what kind of formal education this town council has, I just thought you would like to know one of the council's education. On the other hand I'm pretty sure Georgiana Harmon has a college education, but does she have a job.
Georgiana Harmon does have some good points that she brings up and could approach these matters in different ways, instead she has to be in the spot light. She seems like a smart person, I just wish she could use her brain to help this town move forward instead of tearing it down. She is the broken link in the chain and if she would join the other six this could be one strong council. She lets others fill her head with things and then they don't even show up to back her up at the meeting. She has people against us. Some of these people I consider friends who I grew up with, hung around when I was young.
On Monday night I would like to get everything back in order and help get this town back to normal. I don't always agree with what the mayor does and other council member's do but when I leave a meeting I leave all that behind and still talk to them because I consider everyone a friend, except one person, but I truely believe I could work with this person if she would start working with the rest of this team.
As for as a brother and sister serving on council together, they don't always agree on everything. You should know this if you had been attending these meeting in the past.
Hope to see you there tommorrow night and maybe instead of saying all the bad things the mayor and council does, why don't you ask someone how this town was before Mayor Cooner took over. Why don't anyone ever comment on the good things he has done for this town, maybe someone should read a letter and say some good things. "

" I BELIEVE THE CITIZENS OF BRANCHVILLE SHOULD LOOK INTO SOME OF THESE THINGS PRESENTED AT THE TOWN. THEY NEED TO STOP SITTING ON THEIR BOTTOMS LETTING THIS INFORMATION BE SWEPT UNDER A RUG. IT IS RIDICULOUS THAT THE TOWN HALL HAS NOT BEEN REBUILT YET. THERE ISN'T EVEN A FRAME BEING PUT UP. SOMETHING IS TRULY WRONG WITH THE PERSON OR PEOPLE HANDLING THE TOWN FINANCING. IF THERE IS SOME WRONG-DOING GOING ON, IT WILL SOON COME OUT. HARMON, KEEP DOING YOUR JOB AND THE TRUTH OF THE MISHANDLING WILL BE BROUGHT TO THE LIGHT. TAKE THOSE KEYS AND SEE WHATS GOING ON WITH THE TOWN'S FUNDS. "

" It trully was an eye opening experience. And the keys were not placed but thrown on the table. Also Mrs. Bryant's comments were not as the paper states. She seemed to be one of the forces that brings down the council. There are people on that council that are nothing but a waste of space and nothing but mouth. What kind of formal education makes up this council? They need charm school. Negativity all around. Not to mention a brother and sister being allowed on the council, no wonder there are certain ones teaming up against others. Mayor Pro Tiem Miller did a wonderful job and remained professional. "
